The goal of the Applied Research Centre’s autonomous vehicles division, in cooperation with the Estonian Transport Administration, is to enable the lawful development and EU-wide certification of self-driving vehicles in Estonia, thereby contributing to improved road safety.

The objective of Metrosert’s ADS laboratory is to evolve into a recognized technical service for type approval.

The broader aim of the division is to support Estonia’s development into a testing and development hub for autonomous vehicles, including the creation of a clear legal framework and the optimal utilization of existing physical testing infrastructure through a planned unique mobile outdoor laboratory.

The capabilities planned for the division are expected to encompass all the necessary competencies for EU-wide type approval of an Automated Driving System (ADS), in accordance with Commission Implementing Regulation (EU) 2022/1426. The working model of the Applied Research Centre supports cooperation with universities and other research institutions, ensuring access to diverse research infrastructure and expertise in the provided services.
