Metrosert Hydrogen
Future Energy is Green
Metrosertโs Hydrogen Technologies Unit assists companies in developing and testing hydrogen-based technologies, ranging from research and development to industrial prototypes. The division focuses on the development of hydrogen production, storage, and utilization technologies, as well as the testing of systems, components, and materials. In cooperation with enterprises, universities, and international partners, we support the transition of innovative energy solutions from the laboratory to practical application.
Our role
How we contribute
The global energy economy is at a turning point. Energy security in the 21st century no longer relies solely on access to fuelโsolar and wind power can generate affordable energy almost anywhere. The decisive factors are becoming energy storage and valorisation technologies, as well as their ownership. Strategic dependence is shifting from oil fields toward technology and intellectual property.
This is where Estoniaโs opportunity lies. The country has more than half a century of world-class research experience in electrochemistry and a growing number of companies developing and exporting core components of hydrogen technologyโspecifically fuel cells and electrolysersโbased on Estonian science and intellectual property.
Metrosertโs Applied Research Center acts as the link that helps bring these scientific achievements, in cooperation with enterprises, from the laboratory into practical application and onto the international market.
Our Goal
Hydrogen technology ecosystem
Contribute to the creation and maintenance of a hydrogen technology ecosystem, thereby supporting companies operating in Estonia in creating internationally competitive services, products, and technologies from idea to industrial prototype.
Increased exports and value
Increasing exports by increasing the added value created in companies and valorizing domestic renewable energy resources at a higher level than before, strengthening energy security and security of supply.
Support aftergrowth
Offer internship opportunities and scholarships to the best graduate students, thereby contributing to the fieldโs future growth, raising the quality of Estonian graduate education, and increasing the number of research and development workers in companies.
Consultation and projects
High-level technology consulting and participation in various applied research and international research and development projects.
Ecosystem
Ecosystem validation
The Estonian hydrogen technology sector has transitioned into active industrial production. The companies within this ecosystem are unified by core technologies based on the work of Estonian scientists and engineers.
In 2025, Elcogen opened a new facility near Tallinn, increasing its annual production capacity from 10 megawatts to 360 megawatts. To support this expansion, Elcogen has engaged strategic investors, including Baker Hughes and HD Hyundai. During the same year, Stargate Hydrogen opened a facility in Tallinn utilizing its patented alkaline electrolysis technology. The plant operates with an initial capacity of 140 megawatts per year, with the potential to expand beyond 1 gigawatt. PowerUP Energy Technologies, H2Electro, and Spiral Hydrogen also operate within the country based on similar research-driven foundations.
The role of the Metrosert Applied Research Center is to support this growing ecosystem with applied R&D and technical services. This cooperation ensures that Estonia retains its position as a developer and exporter of technology, rather than becoming dependent on imported technological solutions.
Services
What we offer
In the first development phase (2024-2029) a semi-industrial complex testing capability with a conditional total capacity (hydrogen production and/or use) of up to 0.5 MW and associated testing and analysis equipment will be created. This allows:
Testing different hydrogen technologies
Testing components and materials
Performance tests of systems and devices
Process and technology analytics
The centreโs activities mainly focus on TRL levels 5-7, also supporting some studies at levels 3-4. The aim is to avoid duplicating existing infrastructure in Estonia and to cooperate closely with other research and development institutions.
The state-of-the-art infrastructure enables the further development and scaling of innovative technology to increase the contribution of science to the economy.
Why Metrosert
Faster and more flexible service compared to overloaded laboratories elsewhere in Europe
Complex engineering services throughout the development process
Local support for Estonian companies, reducing the need for foreign services

The transition
Why now?
Hydrogen technology is transitioning from early concepts into a phase of economically viable applications. The market is consolidating, shifting focus toward technology-driven developers in sectors where hydrogen offers a clear competitive advantage: maritime transport, the chemical industry, metallurgy, and long-duration energy storage.
We can support Estonian enterprises along their development pathways specifically within these practical applications.
Contact Us
We provide testing, analysis, and development services for the validation and scaling of hydrogen technologies. In addition to technological expertise, we support enterprises in applied research, prototyping, international development projects, and the process of technology commercialization.
