Metrosert, Estonia’s applied research center and national metrology institute, is implementing changes to its governance structure to more effectively meet the strategic objectives set by the state and to ensure the organisation’s sustainable development.
According to Jana Salm, Chairman of the Supervisory Board of Metrosert, the organisation has undergone a transformative period in recent years, during which the state-owned company has evolved into an influential and trusted custodian of national measurement standards, a provider of quality infrastructure, and a research and development center. The applied research center established within Metrosert has launched its first focus areas, and at the end of 2025 the first laboratories also began operations.
“Now is the time to move from the planning and preparation stage to the next phase of growth, where the main focus is on accelerating international cooperation projects and strengthening Metrosert’s role within the research and innovation ecosystem. In this context, the Supervisory Board and current Management Board member Aigar Vaigu have jointly decided that the next stage of development will be led by a new three-member Management Board,” said Jana Salm.
Aigar Vaigu will continue as a member of Metrosert’s Management Board until 12 February, when he will hand over responsibilities to Metrosert’s interim Management Board. The Supervisory Board has launched an open public competition to recruit new members of the Management Board.
Representatives of Metrosert’s Management Board and Supervisory Board have confirmed that the management changes will not affect the provision of Metrosert’s services, and cooperation with all clients and partners will continue as usual.
Jana Salm expressed her appreciation to Aigar Vaigu for his years of contribution to Metrosert’s development. “Under Aigar Vaigu’s leadership, the company’s international position and visibility have strengthened significantly. Metrosert is becoming a bridge between science, business and the state, supporting the understanding, testing and deployment of new technologies,” she said.
According to Aigar Vaigu, the formation of a new Management Board is a logical continuation of Metrosert’s development. “Today, Metrosert brings together metrology services, research and development activities, and the practical needs of companies in order to effectively support the journey of science-based solutions from idea to application and to help Estonian companies remain competitive internationally. Last autumn, the Supervisory Board approved a new strategy through to 2030, and together we decided that the next development leap would be led by a new team,” said Vaigu.
Vaigu also expressed his gratitude to colleagues and partners who have contributed to Metrosert’s progress in recent years.
“I am pleased to leave knowing that Metrosert has become a mature and capable organisation. Together with the Metrosert team, we have achieved a great deal. The scope of Metrosert’s activities has expanded, accompanied by year-on-year revenue growth. We have significantly increased the volume of the company’s research and development activities. Estonia has become a full member of the Metre Convention, and Metrosert has emerged as one of Europe’s strongest players in optical measurements. I am also very proud that Metrosert has taken a leading role in shaping Estonia’s quantum technology ecosystem. This organisation has the potential to act as a driving force for innovation in several other new and rapidly developing technology fields as well,” he affirmed.
